Apple’s EU business terms from October 1, 2026

Short answer: from October 1, 2026, all developers distributing apps in the EU are on one set of business terms in the updated Apple Developer Program License Agreement. The per-install Core Technology Fee is replaced by the Core Technology Commission, a 5% commission on digital sales in apps distributed outside the App Store. The Initial Acquisition Fee and Store Services Fee are gone. On EU storefronts, apps can now offer alternative payments alongside Apple In-App Purchase.

Apple commission rates in the EU

Apple’s published rates from the Apps in the EU support page, read 1 October 2026. The reduced rate covers the App Store Small Business Program, Mini Apps Partner Program and Video Partner Program, and auto-renewable subscriptions after their first year.

Choosing payment options

On EU storefronts you pick Apple In-App Purchase, alternative payment processing inside the app, linking out to the web, or a combination, and you must keep that choice for 12 months. Out-of-app offers can send users to a website, an alternative marketplace or another app. With alternative payments you collect and remit taxes yourself and report every alternative payment transaction to Apple monthly, within 15 days after the month ends. Reader apps may promote out-of-app offers without an actionable link, subject to where the offers may appear.

Child safety rules for alternative payments

Apps in the Kids category must put alternative payment purchase flows behind a parental gate and cannot offer purchases on a website. For users under 13, alternative payment purchases need a parental gate and out-of-app offers are not allowed. For users 13 to 17, both alternative payments and out-of-app offers need a parental gate. Where an EU country sets a higher age for parental consent, such as 16, the same rules apply at that age.

Core Technology Commission outside the App Store

Apps on alternative app marketplaces, the marketplaces themselves and apps distributed from your own website through Web Distribution pay 5% on sales of paid apps and digital goods or services, including subscriptions, and on web purchases made within 7 days after tapping an actionable link. It applies to the price less transaction taxes, and all such transactions must be reported, even ones that did not complete. Small marketplace operators with under €10 million global revenue in 12 months and under €1 million lifetime marketplace fees can have it waived on those fees.

Easier alternative distribution

From October 1, 2026 you no longer need an EU legal entity to run an alternative marketplace or use Web Distribution. Meeting any one of Apple’s criteria qualifies, for example a moderate Dun & Bradstreet financial-stability score, venture funding from an established firm, an audit by a licensed accountant, a USD 1,000,000 stand-by letter of credit, or one million first annual installs worldwide.
